To make arrangement regarding hiring of plinths and godowns for the storage of wheat stocks. To list containing regarding district wise open plinths and covered godowns in the state of Punjab is attached herewith. The plinths   which are hired under guarantee scheme are paid rent @ 50paisa per quintal per month for a minimum period of three years and is further extendable for two more years.

The rent of plinths which are other than guarantee scheme is being paid 35 paisa quintal per month on capacity basis for one year. The rates fixed for kacha plinths are 10 paisa per quintal on actual utilization basis. Similarly the rent of brick lines floors is fixed @ paisa per quintal on actual utilization basis.

             The rates fixed for the covered godowns/scientific godowns is 50 paisa per quintal per month for one year on capacity basis.

Storage branch is entrusted with the work of purchasing the stock articles such as polythene covers, wooden crates and mesh nets for the storage of wheat stocks at different centers in the state.

Sanctions for the rent of plinths/ godowns are issued by this branch. A copy     of specifications of plinths is attached.

This branch deals with the half yearly P.V.’s received from field    offices. physical verification is conducted half yearly upto the level of Asstt. Food & Supplies Officer.

This branch also makes arrangement for the movement of wheat stocks stored in the State. If the replacement of the gunny bags is made more than the fixed norms of the government of India, then the branch initiates cases for taking actions/ making recoveries against the erring officer/officials concerned.

This branch deals with the cases of temporary P.R.Chowkidars. At present 590 temporary chowkidars are working in the department.  In the pay scale of Rs.4900-10680. It was felt by DFSCS that these chowkidars are not sufficient for watch and ward of stocks stored in open plinths and godowns. It was decided that security guards may be deployed as per requirement of pungrain. Accordingly, tenders were floated and two security providing agencies namely Dafter Security service group and guardian security and placement service were engaged to deploy security guards at various centers of pungrain. At present 684 and 578 security guards have been deployed in various districts by these security providing agencies. They are paying salary@ Rs. 5347/- per security guard per month.

This branch takes initiative for getting new plinths/coverers godowns construction overcomes the storage Space deficiency in the state of Punjab.
